What is a "Digital Survey Index?"
It is a unique
series of points on Google Earth that
identifies surveys owned or controlled by a surveyor
or surveying firm. In the example which we use each
site contains a hyperlink to the County Property
Appraiser's GIS in the county in which that property
is located. It also contains identification showing
the surveyor or surveying firm that owns or controls
the survey map as well as a hyperlink to the digital
survey map itself if it has been scanned or saved on
a computer (usually a *.pdf or *.dwg file). Once
created, the "Digital Survey Index" is private and
surveys to which the index refers can only be viewed
by persons on the computer or server on which those
digital drawings are located.
Does the "Digital Survey Index"
require digital survey files?
No. The index can refer each
location to a file number which can contain the actual physical
location of the hard-copy survey map. However, since the
"Digital Survey Index" is far superior when linked to digital
survey maps, the
Council is prepared to offer a scanning service
to digitize hard-copy survey maps at a nominal cost.
How is the "Digital Survey Index"
created?
Google Earth is a free internet download and the indexing
("cataloging") described above can be performed by
the surveying firm. Since this work is largely
labor-intensive (many surveying firms have thousands
of survey maps) and requires a large learning curve,
the Council provides this indexing service
for its members at a nominal cost.
How can I see a demonstration of an
actual "Digital Survey Index?"
The Council has
an example "Digital Survey Index" up and running at
Council headquarters. Be sure that you are at a
computer with high-speed internet access, then call
(800) 874-7876 for an online demonstration.
How much does a "Digital
Survey Index" cost and how do I get started?
The Council's
fees for creating a "Digital Survey Index" for a
member are on a "per record basis" and depends on
the amount of information required for the index.
Although most survey firms have an index to their
survey maps (index cards, Excel spreadsheet,
database, etc.), in order for us to quote our fee
for this service we need a copy of that index. The
better the index, the lower the "per record fee." At
the minimum we need:
The date of
the survey map;
The address
of the property;
The County
Property Appraiser's Folio number for the
property; and
The address
(digital or hard-copy) where the survey map is
stored.
To the extent
that this information is not available and we
are compelled to physically look at each survey
map and perform other research, our fee for this
work is larger. For example, one of our members
requires us to convert each survey map from a *.tif
format to a *pdf format, look at the map, and
develop all of the required information. Our fee
for creating a "Digital Survey Index" for this
member is $4.00 per record. On the other hand,
another member has an Excel spreadsheet that has
all of the required information and we are able
to create a "Digital Survey Index" for him for
$0.40 per record. One member wanted us to go on
site in his office and create an index for
hard-copy records as well as for creating a
"Digital Survey Index": This fee was $8.00 per
record to include expenses as well as salary for
our staff.
